   Devin CLI updated

   Devin CLI v3000.10.31 fixes permission precedence: `Exec(rm)` no longer blocks when a broader `ask`/`allow` rule covers the tool; `Exec(*)` now matches every command. Also new this week: GPT-6 Astra batches shell commands, `/code` `/smart` `/bypass` mode commands, and `disabled_tools` config.
